Downgrade paypal to personal

Lately I received a payment via credit card, my itchy hand go and click the premier account for my paypal. After only I found out that I need to pay for certain fee whenever I receive payment from paypal. The charges is 3.4%! Wow, this is a bit high for me coz my money usually is only $5.00 for one payment. If deduct 3.40%, then left not much. What for I must let them deduct it? Plus I also hardly receive payment via credit card in future and I don’t think I need premier account.
Therefore I send a ticket to Paypal support request for downgrade. Luckily they allow me but with condition that I only can change one time in my life. Means they will not entertain me in case I click premier again.
